7 is correct, but we normally assume the bb acts first postflop so there are 5 flop sequences for the bb to worry about:

/crrr
/rr
/rrrr

so what are these numbers 9 and 13 about?

9 should have been 7, the number of preflop betting sequences and 13 is the total number of (betting sequence, action) pairs on the flop:
/ has 2 (c and r)
/cr has 3 (f,c,r)
/rr has 3 (f,c,r)
etc
/rrrr has 2 (f and c)

So the 5 flop betting sequences give rise to 13 pairs in total (f,c,r in each with no f after / and no r after /rrrr, 5*3-2 = 13).
